EMF Health Observatory (EMF - HO)

The Observatory on EMF Health Effects and Exposure (EMF - HO) is an independent scientific and technical platform, hosted and coordinated by FoPRC, aimed to collect, discuss, comparing and contrasting scientific and technical data, knowledge and results achieved worldwide about the possible adverse and health effects of the exposition to Non - Ionizing Electromagnetic Field of human beings and environment. It is intended for scientists, researchers, government and independent institutions, universities and local and central governments who want to stay in touch with and participate to the cutting-edge state of art in term of scientific research and regulations in this field.

To this aim it could also engage directly with policy-makers and experts, and works in partnership with research centers, governments and international organizations to analyze and propose health systems and policy trends able to limit, as much as possible and in agreement with the Precautionary Principle, the exposition of human beings to man-made Non-Ionizing Electromagnetic Fields.

The Observatory is supported by an international Scientific Committee acting under the supervision of FoPRC.

Main activities

The fundamental purpose of EMF Health Observatory is to support and promote evidence-based health policy-making through comprehensive and rigorous analysis of data and result from international scientific community about the adverse and health effects of the exposition to Non - Ionizing Electromagnetic Field of human beings and environment, through:

  • Comprehensive and rigorous analysis of international scientific literature;
  • Establishment and management of a database including:
    • The most important, accredited and cutting-edge scientific publications and regulatory acts from international literature;
    • The list of transmitting tower and radiocommunication systems and their technical features, for the time being limited to Italian municipalities;
    • The results of EMF level monitoring when available (for the time being limited to Italy)
    • The state of the art about national and international standards and regulations (in the field of protection of human beings to the exposition to non-ionizing electromagnetic fields)
  • The production of timely and reliable evidence in response to real policy needs and the communication of evidence in ways that are useful to, and usable by, policy-makers
  • The establishment and coordination of an international scientific committee, composed by renowned scientists and experts in the fields of Physics, Biophysics, EMF health effects and protection, exponents of universities, research organisations, national governments and institutions, whose aim is to give periodically and certificated update about the state of the art of knowledge about the health effect of Non-ionizing EMF on human beings
  • Supporting the actions of local, regional, national and international authorities in the elaboration of recommendations, regulations and action plans in order to manage and minimize the impact of high – frequency non – ionizing electromagnetic field sources, also by using the results of the above technical committee’s results

The work of the Observatory is underpinned by the following important principles.

  • Relevance: The Observatory is committed to producing evidence to support real policy needs.
  • Impartiality: The Observatory’s work is founded on principles of integrity and objectivity. It does not advocate particular policy positions but, rather, pledges to produce unbiased analyses of available evidence to support policy-makers in their work.
  • Quality: The Observatory is committed to the pursuit of excellence, with all research based on robust methodologies and adhering to the highest quality standards.
  • Flexibility: The Observatory embraces continual innovation with a view to sharing evidence in a timely and effective manner, so that the right evidence is available to the right people at the right time.
  • Public benefit: The Observatory carries out research for public benefit. It is committed to the public good and to the provision of evidence to all via open-access sources.
